In 1851, Horseshoe Bay was established as a port to provide a safe seaport for the Murray River trade (which terminated at Goolwa). The Murray Mouth itself was considered too unpredictable and dangerous. A year later, the settlement that had developed above the bay was named, of course, Port Elliot—after Charles Elliot, the Governor of Bermuda.
By 1854, passengers and goods were carried between Goolwa and Port Elliot on the first public railway in Australia.
